Club By Laws

COASTAL PLANES RC CLUB
AMENDED BY-LAWS 2015
ARTICLE I - NAME, AFFILIATION AND PURPOSE
Section 1
This organization shall be known as the Coastal Planes RC Club herein known as The Club and shall be a chartered club of the ACADEMY OF MODEL AERONAUTICS (AMA).
Section 2
The purposes of the association are to have fun; foster and advance interest and fellowship of its members in the hobby of building and flying radio controlled model aircraft; to encourage the study and discussion of problems and techniques involved with the flying of radio controlled aircraft; to promote and to encourage interest in this hobby in non-members and to provide a meeting place and a flying site or sites for members of the association.
Section 3
The flying site shall be at Eden Field, Latitude 31° 24' 45.806" N , Longitude  081° 26' 14.367" W ; US 17 North, Darien, GA
ARTICLE II - MEMBERSHIP
Section 1
Membership in the association shall be open to all who are interested in radio controlled aircraft. The membership may set a limit on the number of members should it become necessary due to overcrowding or other unforeseen circumstances.
Section 2
Types of Membership
Active member - An active member is one who is current on annual dues, and is a member in good standing of the Academy of Model Aeronautics (AMA). An active member has all association rights and privileges.
Junior member - A junior member is one who is under the age of 18, is current on annual dues, and is a member in good standing of the Academy of Model Aeronautics (AMA). A junior member has no voting rights. A junior member who is the child of a current member in good standing and lives with said current member and has a current AMA membership shall be allowed to fly under their parent’s membership.
It should be noted that a full AMA membership is required and a park flyer membership will not suffice.
Guest- Members are allowed to bring a guest to fly at the field up to 4 times per year. The guest must be a member in good standing with the AMA and have their AMA card on their person.
Seasonal member- A seasonal member in not a resident of the area and is here for a period of 6 months or less and is a member in good standing with the AMA and have the AMA card on their person. The membership shall be for a period of 6 months. Seasonal members do not have voting rights. Qualification of seasonal status shall be at the discretion of the Secretary/Treasurer.
Resignation of membership shall be either verbal or in writing to a current officer of The Club.
Termination of membership may occur due to unsportsmanlike conduct and/or a violation of the safety rules of The Club. A two thirds (2/3) vote of the membership is required for termination.
Reinstatement may occur by two thirds (2/3) vote of the membership.
Section 3
Requirements of all members:
a. Each member shall be responsible for the proper care and protection of association property.
b. Each member shall be responsible for conduct and policing of any area where they fly, so as to keep and perpetuate a good association image. A member, whose behavior/conduct is repeatedly inconsistent with the behavior considered acceptable by the general membership, may be expelled from membership in accordance with ARTICLE II SECTION 2.
c. Each member shall be responsible for the proper enforcement of all association and AMA regulations.
d. To the best of their ability, every member is encouraged to support association activities and to participate in the administration of association functions such as contests, static displays or any other activity dedicated to the promotion of radio control and control line model aircraft.
ARTICLE III - OFFICERS
Section 1
The officers of The Club shall be President, Vice-President, Secretary/Treasurer, and Club Safety Officer
Section 2
Officer nominations will be made from the floor during the November/December meeting. Officers will be elected annually by written ballot counted at the November/December meeting. Valid membership will be established prior to ballot tabulation. Election of officers will be by majority vote of members present. New officers will be installed at the November/December meeting. If there is only one nominee for office the vote may be by verbal indication.
Section 3
Vacancies (except for President) occurring between elections will be filled by appointment by the remaining officers. If the Presidency is vacated, the Vice-President will assume the position of President until the next annual election.
ARTICLE IV - DUTIES OF OFFICERS
Section 1
President. The President shall preside at all association meetings of the membership and shall carry out the policies established in the By-Laws. The President shall decide all questions of order, sign all official documents and perform all customary duties pursuant to the office of President. The President shall appoint committees and may sit in on any and all committees so appointed. The President shall be listed on the Georgia Aircraft Modelers Association, Inc. checking/savings accounts along with the Secretary/Treasurer.
Section 2
Vice-President. The Vice-President shall assume the duties and have the powers of the President in the event of his death, inability to serve, resignation, or absence.
Section 3
Secretary/Treasurer. The Secretary/Treasurer shall maintain a record of the proceedings of all meetings, maintain a membership list, carry on all correspondence, read communications at each meeting and dispatch any correspondence that The Club originates. The Secretary/Treasurer shall furnish every new member with a copy of the association By-Laws and a copy of the rules or regulations which may be adopted. The Secretary/Treasurer is authorized to open a checking account in the club’s name. The Secretary/Treasurer shall collect all dues, assessments and amounts owing to the association and deposit same to the checking/savings accounts in the association's name. Deposits will be signed for by the President or the Secretary/Treasurer. The Secretary/Treasurer shall discharge all financial obligations of the association as approved by the Executive Council or association's membership. At the conclusion of the term of office, the Secretary/Treasurer shall turn over all records and cash-on-hand to the duly elected successor.
The Secretary/Treasurer may appoint an Assistant as a contingency in case the Secretary/Treasurer becomes unable to perform his/her duties and or the work load dictates its necessity. Said assistant shall be a member of the club in good standing.
Section 4
Club Safety Officer. The Club Safety Officer shall insure that club flying operations comply with the Academy of Model Aeronautics National Aircraft Safety Code and club safety rules. Any violations shall be reported to the President and reported to the club membership, and resolved at the next scheduled club meeting. The Safety Officer my declare an aircraft un-flightworthy and ground said aircraft for safety reasons.
ARTICLE V - FINANCE
Section 1
The fiscal year for The Club shall be January 1 through December 31.
Section 2
The President, Vice-President, and any committee chairman in concert with the Secretary/Treasurer, will estimate the capital available for the year and budget the expenditures for all activities planned by the association. This budget shall be presented to the membership for approval at the annual meeting.
ARTICLE VI - DUES
Dues: The annual dues for the upcoming year shall be determined at the annual meeting held in November/December each year. Rates shall be determined for Full Membership, Junior Membership and Seasonal Membership. All dues are non-refundable. Dues will be pro-rated on a semi-annual basis for new members joining after June 1 of that year.
Membership annual dues are to be paid by March 1 of each year. Failure to do so will result in loss of membership. Late payments will be charged a $25 penalty. Seasonal Membership dues shall be due and payable immediately upon establishment of the seasonal membership.
ARTICLE VII  -Meetings will be held annually unless otherwise called by the President. The Annual Meeting shall be held in November or December. The date to be determined by the officers of the club. A quorum shall consist of 30% of the membership at the time of the meeting.
ARTICLE VIII - COMMITTEES
Section 1
There may be three standing committees and appointed chairman(s) as deemed necessary by the president:
Activities Coordinator
Airfield Maintenance
Web Site Coordinator
ARTICLE  IX - Misc.  The Club logo is not to be used in an un-sportsman like manner and is to be displayed proudly with prior permission.
Field restrictions: No Alcohol, No Firearms, No Pyrotechnics, Flying Height Limit 400 ft., AMA rules shall be adhered to.
ARTICLE X- AMENDMENTS
Proposals for amendments to the By-Laws shall be presented in writing at a regular monthly meeting in the format it is to appear in when adopted. To be adopted, the amendment must receive a majority affirmative vote of the active members present. All members will be notified in writing or by newsletter or e-mail, giving the date the proposal will be voted on.
ARTICLE XI –Grievance Procedure:
  1. All grievances shall be in writing and turned over to The Club safety officer or the President.
  2. 1st violation will result in a warning and recorded in The Club records.
  3. 2nd violation will result in a 30 day suspension of flying privileges..
  4. 3rd violation will result in expulsion from The Club for one year with a 2/3 majority vote.
  5. Violations include, but are not limited to: un-sportsman like conduct, violation of safety rules of The Club and/or violation of AMA safety rules.
ARTICLE XI - DISSOLUTION
Should The Club be dissolved, all assets remaining after liability settlement will be divided equally among the active members. All members must be aware at the time they join The Club that any financial liability incurred by the association may ultimately result in personal financial responsibility if The Club fails to discharge its obligations even though the association may have been re-designated or

RULES AND REGULATIONS

1.      All pilots must abide by the current safety rules and regulations of the AMA  and the Coastal Planes RC Club pertaining to the use and operation of radio controlled model aircraft.

2.       The discharge of firearms is prohibited .

 3.       Pyrotechnics are not allowed on the premises.

4.       All engine run ups should be at one of the 3 run up tables provided.

5.      All spectators must remain behind the roped safety line unless escorted by a club member.

6.     Takeoffs and landings shall be executed with prevailing traffic pattern. Changes in the direction should occur only when all aircraft have landed and all pilots have been informed.

7.      No alcoholic drinks are allowed on the property. No flying while under the influence of alcohol or drugs.

8.     Landing aircraft have unconditional right of way. Landed aircraft shall clear the runway as soon as possible.

9.     Do not stand in the line of the prop arc of a running engine.

10.   Announce takeoffs, landings and dead sticks so others may clear the way.

11.   All airplane pilots will stand in one of the 5 designated pilot boxes when flying aircraft.

12   All turns after takeoff are to be away from the pit or spectator areas, and no flying is to be done over the pit, spectator, or parking areas.

13..   No aircraft will be taxied back to the pit area. Shutdown of engine(s) is to occur at the taxiway entry.

14.   Notify all pilots before walking onto or crossing the runway.
